I mentioned to Your Lordship in my despatch above quoted that the clause of the Ordinance to which
100 exception section 6 which provides was taken was that any person who defiles an unmarried girl, between the ages of 12 and 16 is to be considered guilty of a misdemeanour and may be punished accordingly.
Dr Kokai objected to this in the Legislative Council on the ground
